Regulations of Public Competition as per Saudi Law (Comparative Study) Student: Fayezh Habeb Rasheed Alroqi Adviser Dr.: Rajab Al-Kahlawi Ass. Professor of Administrative and Constitutional Law, Faculty of Law Abstract This study examines the regulations of public competition as per Saudi Law. The study problem is reflected through measuring the success of both Saudi and Egyptian legislators in contributing to the maintenance of public finances, realize the public interest through the regulations and procedures of public competition. This problem necessarily entails to identify the principles and regulations developed for the exclusion of inappropriate tenders. The importance of this study emanates from the amendment of the Government Tenders and Procurement Law recently to bridge the gap of the old law for the realization of Saudi Arabia Vision 2030. Furthermore, the Egyptian legislator took a bold step through reforming the Public Procurement Law by enacting Public Contractings Act in order to keeping up with the global developments. Accordingly, the study seeks to realize the optimal implementation of its provisions. The study plan consists of three chapters. The first chapter examines the essence of competence. The second chapter examines the principles and regulations on which the public competitions are based. The third chapter examines the procedures of contracting through public competition. Each chapter consists of two topics. The study adopted the comparative appraoch as an essential methodology. The study found that the Saudi legislator outperformed the Egyptian counterparty in terms of the text explicitly without overestimated specifications, and that the project requirement shouldnt exceed financial allocations, which satisfy the norm of protection of public funds, taking into account the necessity of considering persons with disabilities requirements upon developing the technical specifications, that is considered a grea
