The purpose of this research is to propose an evaluation model to the services provided for students with disabilities at post-secondary institutions and also suggest a rating system for universities in providing these services. The evaluation model was based on the general guidelines of the united nations convention on the rights of persons with disabilities (CRPD) in the educational field. The researcher has reviewed previous studies that present the reality of services provided to students with disabilities in many universities, especially those at the middle east, to recognize and identify the obstacles and problems faced by students with disabilities. These inaccessible educational environments cause activity limitation, participation restriction, deterioration in the quality of education, increase dependency on others for assistance, and decrease quality of services. Evaluation and rating system for services provided to students with disabilities in institutions of higher education were then proposed. This evaluation covers the provided services, such as health, social, academic, economic and recreational services, which must be available in a manner that is appropriate to the needs of students with disabilities and complies with CRPD. The elements of the evaluation model are measured, giving higher education institution a performance rate value, which then converted into categorical (5 star) ratings, ascending from low to high (one star being the lowest class and five stars being the highest class). This evaluation has been applied to the services provided at King Abdulaziz University and the university achieved a performance rate value of (80.88%) and a rating of (4 stars). |
