Abstract
:
This thesis aims to identify the suitability of contract budgeting as a budget model for the environment of Saudi Arabia. To achieve this aim, a qualitative approach was adopted in general and exploratory case study in particular by designing a suggested model for the contract budgeting. The method used was open-ended question interviews with employees of budget, administrative and financial departments in governmental institutions. The number of the interviews is (38). The thesis concluded to a number of results, the most important were as following: 1) the suggested model of contract budgeting is more suitable for applying in the environment of Saudi Arabia than the current used one only if all the obstacles were handled appropriately for example: unqualified human resource qualifications, and the inadequacy of existing legislations. 2) The suggested model has advantages Such as improving the performance and productivity of government institutions, increase the efficiency of public spending and reduce financial waste. Finally, the researcher recommended applying the contract budgeting in Saudi Arabia. Also, revise the current organizational structures of all Saudi public sectors to establish the appropriate contractual hire chain for each sector.
