This research aim to highlight and determine the optimum leadership and strategic management elements in order to explore the management behaviors dimensions for the top management cadres working in the ministry of education and king Abdulaziz university. The study also aim to determine the clearness of the scientific concept of strategic planning and the implementation of its rules by the top management level in the governmental agencies, which in turn can enhance to define the weaknesses area and highlight the importance of developing and implementing of the strategic concepts in the governmental agencies rather than to rely on tactics strategies by the top management level, then can reach to the optimum managerial actions that must be taken in the governmental management system.
The researcher uses two method to construct her research through descriptive and field research method for the achievement of the study goals, the researcher uses previous researches related to the subject, also she gave complete definitions of the strategic management theories, and the successes achieved throughout the implementation of its principles and rules.
the second part of the study concern about the field data collection by the researcher, using forms, questionnaires, which included managers, and leaders. with the total number of (400)refand( 250) samples. The researcher uses statistic methods (SPSS) for the analysis of data collected and obtained.
the most important results was as follows:
1/ Managers practicing communication skills use in planning, implementation and evaluation of strategic adopted.
2/ most of the managers use work teams in planning, implementation and evaluation of strategic adopted.
3/ most of the managers use future vision for planning, implementation and evaluation of strategic adopted.
In the light of previous results, a list of recommendations have been provided which include the following:
1/ highly concern must be given to studies dealing with various aspects of leadership and strategic management.
2/ Attention must be given to promote public administration through management development programs and training for personnel and the development of leadership skills and using them to raise the efficiency of workers.
3/ Attention must be given to meetings and periodic meetings between the leaders and the staff and the importance of informing them of the plans and development programs and motivate employees to participate actively in the work. |
