Further development of the society is now a universal goal of many establishments around the world. One of the motivating forces of this development is the new wireless technology, such as : wireless fidelity technology (Wi-Fi), Global Positioning system (GPS), Bluetooth, mobile phones and the Internet. The use of wireless technology in urban planning has been progressing over the last decade. More recently, urban planners have used networks, graphical tools and specialised software to efficiently solve problems. Urban planning is also bringing wireless technologies as a main tool for citizen involvement. These tools are giving power to citizens' capability to affect authority by delivering their opinions allowing them to influence policy.
As a consequence, and as governments turn digital, local governments emphasise the idea of establishing Local Urban Observatories (LUOs) in every city that depend on collected data to produce reliable indicators for policy makers. All developed countries are seeking to improve their systems and governmental services by using wireless technologies to encourage e-participation and citizen involvement in policy making. Our government encourages city administrators to establish (LUOs) to solve citizens' problems. However they have some limitation with data sources that produces out-of-date data. In addition, citizens may participate with neighborhood centers only by answering the survey questions. Another issue is that there is no central station in the Kingdom that can instantly warn citizens in the case of environmental disasters or threats. Municipalities all over the world modernising and developing techniques for urban development and citizens' comfort.
The aim of this research is to employ wireless technologies -represented in the GSM network, CB towers, Wi-Fi hotspots and citizen mobile phones - to provide urban planners and local authorities with instant and real-time data, opinions from citizens, and to activate citizen e-participation. A prototype application - Citizen Aid (CA) - was developed to enhance an electronic interaction between citizens and urban planning officials, using their mobile phones to help improve their neighbourhoods , and, more generally, their city. |
